No. Federal regulations prohibit using multiple pre-tax medical benefits for the same expenses, so your health budget can't be used to fund a health savings account (HSA) or flexible spending account (FSA).
You can still contribute to an HSA separately if you're on an HSA-eligible plan. If you do, you can also use your health budget for eligible health expenses once you've met the statutory deductible for the year.
