Any business with at least one W-2 employee can offer CHOICE—there's no minimum or maximum headcount requirement. Businesses of all sizes, from small startups to large enterprises, can use CHOICE as their group health benefit.
Note that certain ownership and entity-type restrictions may apply (see FAQs about passthrough entities and sole proprietors), but company size itself is not a limiting factor.
